Regulations and Legal Framework

The TCR Tool must meet two main requirements:

  • TCR Guidelines – developed by the TCR WG, which targets all stakeholders directly involved in the setup of TCRs or those heavily affected by them – mainly IMs/ABs and applicants. The guidelines have been designed also to cover RFC processes and thus replace all previous RNE/RFC guidelines covering this subject.
  • Annex VII of Directive 2012/34/EU – with an initiative to improve efficiency and flexibility of the timetabling process, dealing with contingency situations and coordinating temporary capacity restrictions. It obliges IMs to coordinate TCRs between themselves, while also considering the needs of the Applicants. This is necessary to provide high-quality path offers. In addition, it defines the deadlines for the publication of TCRs.
